Here is my first play test copy.  Obviously, not going crazy with components until I see if the basic system for movement and combat that are dancing in my head will work.

I printed the map  that inspired me and set up dice as test pieces.  The face up value of the dice in a hex represents the total strength that would otherwise be seen on blocks.  No point in simulating fog of war since I am solo testing.

Simplifying components avoids the financial commitment, streamlining the set up and test process.  In the photos below, the black dice are German, the light blue French, the dark blue British and the green Belgian.  The chip stacks are fortified cities.
